Gil Rosen is a Partner with more than 25 years of experience guiding Israeli and international businesses through complex corporate and commercial matters. His practice has a particular focus on cross-border transactions, where he brings a rare combination of legal precision and business pragmatism.

Gil is especially recognized for his work with defense and homeland security companies. He advises on Israel’s and the U.S.’s export control regimes (including ITAR and EAR) and transactions involving U.S. Foreign Military Sales (FMS) and Foreign Military Finance (FMF) programs. He also counsels Israeli companies participating in U.S. government acquisition programs, navigating frameworks such as the FARs, DFARS, Buy America Act, and Small Business Act. Gil’s track record includes a 100% success rate in ITAR voluntary disclosures submitted to the Department of State.

He has also contributed to and edited international guidebooks on export controls, encryption technology, and other defense-related matters, further cementing his position as a trusted authority in the field.

Qualified in both Israel and England & Wales, Gil also provides the firm’s clients with English legal services. Gil’s English legal work frequently supports clients setting up English companies, managing investment rounds, including rounds qualifying under the Enterprise Investment Scheme (EIS) and Seed Enterprise Investment Scheme (SEIS), advising on English employment matters, implementing employee tax incentive schemes such as Enterprise Management Incentive (EMI) option plans and providing general English corporate, commercial and contract advice.
